Default Concerning the Banned-ness of Sway of the Stars

Why is it banned????? The only questionable things it does is set everyone to 7 and allow you to float some mana over... (but it costs TEN so how much are you gonna have left anyway?)
Also, unless built around, it will usually be a last-resort reset button that you will cast as soon as you have that 10 mana... if you have enough to potentially break it then you probably won't want to wipe everything anyway.

Doesn't seem very fun in multiplayer to just restart the game, especially at 7 life.

I suppose, but Decree of Annihilation does the same thing, minus the 7 life, but at least Sway gives everyone SEVEN NEW CARDS.

Now that I think about it, the life change is pretty bad in a large game. I play it, and everyone else can burn/haste out someone without them getting another turn. That's pretty bad.

And looking at the ban list, Biorhythm's banned too.

I think the loss of 33 life for all players is a bit too much. While I see this problem similar to those who ask "what about Magister Sphinx and Sorin??!!", those cards only hit one player.
In a game of big spells, slow starts, and a higher starting life total this card just oozes 'break me'.

On the flip side, I wish it wasn't banned, because I would play that card all day long!!

Well by the time you have enough mana to play it... it probably won't be 33 life for everyone. Maybe 3000 life for one, 24 life for another, 17 life for another, and maybe 10 or so for you...

I'd guess it's banned for the same reasons Shahrazad and Biorythym are banned. It is unnecessarily long and painful, essentially setting up a sub game with suspend or exiled card triggers. Also, I think they ban all cards that set everyone's life total. Besides, 10 mana is chump change in EDH, and it gets silly if you have Vedalken Orrery, and play it in response to other spells.

Ten mana in EDH is easy to ramp to, especially if you are inclined to build a deck that centers itself around a degenerate combo involving, for instance, Sway the Stars.

And I'm fine with my life total being set to 10, I have Platinum Angel out!! :P
